High-quality digital administration: DIN SPEC 66336 as a service standard for online services

The digitalisation of public administration is a key priority for modern state governance. The Online Access Act (OZG) established the legal framework for making administrative services accessible online. But how can we ensure that these digital services are not only available, but also of high quality, user-friendly and sustainable?

The answer is provided by the new DIN SPEC 66336, which was published in April 2025. It defines quality requirements for public administration online services and portals and sets out in detail the so-called service standard – a guiding principle for good digital development practice.

What is DIN SPEC 66336?

DIN SPEC 66336 is a practice-oriented standard that sets out requirements for the development, provision, maintenance and operation of digital public administration services. The aim is to create efficient, secure, accessible and user-centred digital services that comply with the legal framework whilst also meeting citizens’ expectations.

The target groups for DIN SPEC are:

  • Implementers: administrative staff, IT service providers
  • Managers: project leads, product managers
  • Verifiers: quality assurance bodies, procurement officers

A structured development process

The requirements of DIN SPEC 66336 are based on the life cycle of a digital product and are divided into four phases:

  1. Analysis
  2. Implementation
  3. Operation
  4. Further development

It is emphasised that these phases do not proceed linearly, but should be carried out iteratively – an approach that supports already established agile methods such as Scrum or Design Thinking.

An overview of the 13 quality requirements

The requirements of DIN SPEC 66336 are based on the principles of the service standard for digital administration and include, amongst other things:

  1. User analysis: Who are the users? What do they really need?
  2. Needs and process analysis: Which administrative processes should be digitised – and why?
  3. Roles and responsibilities: Clear lines of responsibility for development, operation and support.
  4. Approach and collaboration: Agile, interdisciplinary teams and iterative development.
  5. Synergies and reuse: Making use of existing solutions rather than reinventing the wheel.
  6. User-friendliness and accessibility: Services must be accessible and understandable to everyone.
  7. Open standards: Interoperability and future-proofing through open interfaces.
  8. Data protection: Data protection is taken into account from the outset.
  9. Security and reliability: Protection against outages, misuse and data loss.
  10. Open source: Promoting digital sovereignty through open-source software.
  11. Operation and support: Reliable services with clear support structures.
  12. Evaluation and further development: Continuous improvement through feedback and monitoring.
  13. Need for legal changes: Identification and adaptation of the legal framework.

Why is DIN SPEC so important?

DIN SPEC 66336 is more than just a technical document – it is a practical tool. It provides clear guidance for public authorities, IT service providers and testing bodies, and facilitates quality assurance. Standardisation leads to efficiency gains, reduces costs and makes better use of synergies between the federal government, the states and local authorities.

It also lays the foundation for a statutory order under Section 6 of the OZG, which sets out binding quality requirements for digital administrative services. This makes DIN SPEC the cornerstone of the new service standard for digital administration.

The publication of DIN SPEC 66336 marks an important step – but the real work begins now. The requirements must be applied in practice, reviewed and further developed. This also includes supporting measures such as training courses, guidance notes and a revised service handbook.
