Declaration of goods to customs via ATLAS

ATLAS (Automated Tariff and Local Customs Clearance System) is a specialist IT system developed on behalf of the Federal Ministry of Finance. Materna has been involved in its further development since 1992 and also implements the EMCS (Excise Movement and Control System) IT system for the processing of excise goods. 

In many business-critical areas, the electronic support of administrative processes is so complex that software projects must be planned, designed and implemented on a bespoke basis. Materna implements bespoke software projects and specialist systems for the finance and customs authorities. 

ATLAS is based on the general project methodology V-Modell XT Bund. Agile methodologies, modelled on Scrum, are also used in certain areas of ATLAS. The approach based on the V-Modell XT Bund has been professionally supplemented to incorporate these aspects. 

ATLAS

The ATLAS IT system enables the largely automated processing and monitoring of cross-border trade in goods. The system is provided by the General Customs Directorate on behalf of the German customs administration, and its primary legal basis is the EU Customs Code. 

ATLAS processes declarations for the movement of goods and administrative files electronically. This includes the release of goods 

  • into free circulation under customs law, 
  • into inward processing, 
  • into a customs warehousing procedure, 
  • under a transit procedure, or 
  • into the export procedure. 

The party concerned will then receive the customs office’s decision and the corresponding notice electronically. 

To register for the ATLAS procedure, the economic operator must 

  • hold an EORI number or apply for one at the time of registration, 
  • use up-to-date, release-tested (certified) software and 
  • have an internet connection, or apply for one at the time of registration. 

Businesses can either use their own software to connect to ATLAS or make use of ATLAS connection options offered by various software providers and service providers. These range from a complete in-house solution to online access via a clearing centre.
