Digital security, resilience and sovereignty for Germany

An efficient IT system supports the fulfilment of the state’s responsibilities for internal security.

A reliable partner for internal security

Materna is a premium partner for public authorities and organisations with security responsibilities (BOS). We help you achieve your goals more easily, digitally, securely and sustainably, develop relevant new skills and cooperate seamlessly with one another.

Modern information technologies for government functions

Ensuring public safety and protecting citizens from imminent threats are among the core responsibilities of the state. Sensitive data must be collected, secured, processed and transmitted in a timely manner. Particular attention must be paid to citizens’ data protection concerns and the specific characteristics of a federal state. Modern information technologies support these government functions. They must be exceptionally reliable, highly available, legally compliant and fail-safe. Materna provides in-depth consultancy support in establishing General Organisational Structures (AAO) and Special Organisational Structures (BAO), from conducting needs assessments and requirements management through to the development and operation of comprehensive, professional IT solutions, so that public authorities and organisations with security responsibilities can reliably fulfil these duties and tasks across departments and federal states.

Cyber-attacks pose a threat to all organisations and their systems worldwide. Dealing with them requires specialist expertise and highly trained staff. With its comprehensive security expertise, the Materna Group offers cybercrime centres at both federal and state level a range of measures designed to significantly reduce the risk of security incidents and their impact. We support you in the rapid detection, analysis and real-time handling, as well as the prevention, of security incidents. Materna assists with the establishment of Security Operations Centres (SOCs) or Cyber Defence Centres (CDCs) to serve as the cyber security control centre for your government department or specialist division. The digital revolution is affecting all areas of society. Policing is increasingly moving away from traditional approaches and benefiting from digital transformation. This is accompanied by a massive increase in data volumes, a rapid rise in the number of cases, high demands for fast computing power, and new tasks in the cyber domain. Secure, highly available and flexible IT infrastructures form the basis for success. Materna Infrastructure Solutions is the systems integrator specialising in high-performance, secure and complex data centre infrastructures, and supports the development of a modern technology platform – enabling the police and security agencies to work swiftly and in a manner that safeguards the integrity of investigations in the digital age.

In today’s digitalised world, the state’s ability to act depends to a large extent on its capacity to implement and safeguard security, privacy and data protection, irrespective of the technologies used and the IT environment. Materna provides substantive and technical support – in collaboration with other national IT service providers – in the development of this national target architecture and contributes technological expertise, for example in the field of open-source systems. Through risk analysis, impact assessments, consideration of the BSI criteria and the relevant input from the responsible ministries, Materna is able to make a significant contribution. As a specialist in integration and migration, Materna is ideally placed to adapt existing business processes and applications to these new requirements or to develop them from scratch.

A traditional situational overview is used for retrospective analysis and the geographical representation of incident data. However, these have the disadvantage that their timeliness often only provides strategic value. The dynamic, operational situational picture, on the other hand, enables authorities with security responsibilities to act in a more targeted and proactive manner through a live display of events. This facilitates efficient and effective resource management and real-time situational management, as well as the timely identification of and response to dangerous situations. Together with partners from industry and the public sector, Materna develops solutions to enable the implementation of a dynamic operational situational overview.

Services are a key element in all organisations. They should be delivered quickly and in a user-centred manner, and be digitised and automated, whilst complying with regulatory requirements. ITSM solutions and technologies simplify complex workflows and streamline processes across the organisation in all departments and divisions. We support you with process and organisational consultancy, as well as tool support for the leading providers BMC, OpenText and ServiceNow. With well over 1,000 successfully completed client projects, we are one of the market-leading service providers, boasting over 25 years’ experience in delivering end-to-end solutions for the digitalisation of all service processes.

In today’s security organisations, there is intense pressure to carry out investigations, coupled with a very high volume of increasingly diverse data formats. Investigations must be accelerated and criminal offences identified more quickly. The necessary data is often difficult to retrieve or is available in an unsuitable format. Digital investigation and data management tools based on artificial intelligence (AI) support the day-to-day work of the police. This encompasses the collection, processing and reuse of information from traditional and increasingly digital crime scenes, whereby data is captured more efficiently, stored in a manner admissible in court and made available for further investigative purposes. Furthermore, appropriately visualised data helps to confirm existing knowledge and identify new connections. We support you with (AI-assisted) data analysis and visualisation, Open-Source Intelligence (OSINT), IT forensics, cryptanalysis and OCR solutions. Our holistic approach ranges from the iterative development of solutions, through the hardware platform, to the application or desktop programme.

Public authorities and organisations responsible for public safety must rise to the challenges posed by modern and digital developments. Regardless of the technologies involved, the way in which staff’s working environment is organised, their digital literacy and the overall structure of the working environment play a major role. It is essential to proactively identify and address skills gaps in new areas of activity, such as investigations at digital crime scenes, financial investigations, and the use of drones and mobile robots. A particular challenge is improving police-public communication in a way that is transparent and understandable. This requires new methods and approaches, as well as modern digital tools and technologies. Developing into an attractive employer also presents a particular challenge for public security authorities. Materna is a partner to many security agencies and possesses extensive knowledge gained from long-standing, trusting collaborations with clients in the public security sector. We have many years’ experience from comparable projects in industry and business in the long-term development of suitable strategies and approaches to facilitate structural change.

Providing a secure mobile working environment is a key prerequisite for Germany’s digital sovereignty. The threat posed by attacks on digital infrastructure, as well as on specific information channels, continues to rise significantly, partly as a result of international political events. Public security authorities and organisations must be able to access specialist systems and electronic files securely via ultra-mobile devices (smartphones, tablets, etc.). This trend is set to intensify in future and ensures that state bodies can act swiftly and in response to specific incidents. Materna Virtual Solution provides support in developing the overall strategy and secure mobile applications, through specialist systems such as EPOST810 (the German police’s communication system) and through tools that ease the workload of operational staff, for example when documenting crime scenes and processing data.

In an emergency, the public must be informed quickly, emergency services must communicate efficiently with one another, and situational assessments must provide the relevant information. Federal cooperation across all levels – local authorities, federal states and central government – and the involvement of aid organisations are of crucial importance in this regard. This requires digital solutions, the appropriate infrastructure and a well-thought-out resilience strategy. For the Federal Office for Civil Protection and Disaster Assistance (BBK), Materna provides, amongst other things, the NINA warning app, the emergency information and news app. We also implement further specialist systems that ensure and provide logistical support for civilian emergency services in the context of civil protection, as well as in the event of a defence or alliance emergency, such as in the FreiburgResist project in the field of resilience management.
