From a style guide to a living system
Design systems did not emerge overnight, but developed gradually out of the requirements of design and software development. In the 1980s and 1990s, style guides ensured consistent brand communication by defining rules for visual elements such as colours, typography and logos. However, as digital products became increasingly complex, these static guidelines were no longer sufficient.
From the 2000s onwards, the focus shifted to reusable UI components such as buttons, forms and navigation elements. Concepts such as modular architectures, frameworks and pattern libraries drove this change. Particularly influential in this regard was Brad Frost’s 2013 concept of Atomic Design, which describes user interfaces as a system of reusable building blocks, ranging from ‘atoms’ to complete pages.
From the mid-2010s onwards, companies such as Google with Material Design, IBM with Carbon and Microsoft with Fluent Design established comprehensive design systems. These went well beyond visual guidelines and combined design principles, code, documentation and processes.
Today, design systems are increasingly evolving into living systems that integrate not only design and development but also areas such as accessibility, content strategy and governance. At the same time, the link with artificial intelligence (AI) is becoming increasingly important: design systems provide the structured knowledge base that enables AI to analyse, document and optimise components. In future, design systems and AI will interact even more closely, enabling adaptive, learning user interfaces.
The key benefits of design systems
The benefits of design systems are evident at several levels: they ensure a consistent visual identity, enhance brand recognition and trust, and reduce the effort involved in implementation and conception. Teams can draw on existing components rather than having to redevelop elements time and time again. This speeds up projects enormously and supports the scalability of digital products: they can grow without inconsistencies arising or structures becoming confusing. At the same time, design systems promote collaboration because design, development and product management use a common, central ‘language’. Proven components and patterns also improve quality and usability.
Particularly in large organisations, design systems are therefore no longer merely a ‘nice-to-have’ but are a strategic lever. Especially in complex organisations with many stakeholders, design systems prevent a proliferation of ad-hoc solutions. They provide direction, reduce technical debt and make digital product development manageable in the long term.
The significance for public administration
In public administration, a number of further challenges converge: federal structures (central government, federal states, local authorities), differing technical systems, numerous stakeholders, and high standards for accessibility and quality. Furthermore, government online services often lack a consistent visual identity. It is therefore currently difficult for citizens to tell whether a website is genuinely official – a problem that also facilitates misuse. Furthermore, far too many new services still rely on bespoke design solutions, leading to inefficiency, inconsistencies and limited scalability. Consequently, users have to find their way around each service from scratch. A centralised design system for public administration can create a common foundation that transcends organisational and technical boundaries.
The Federal Government’s digital umbrella brand has established a comprehensive approach to this end, designed to ensure that digital services provided by the federal government, the Länder and local authorities are consistent and trustworthy. This includes, amongst other things, the Federal Design System, also known as KERN UX, which is conceived as an open UX standard for the German public administration. It combines a design system, methodological expertise and a community-based approach, and is continuously being developed across organisations and federal states. Accessibility is not an afterthought here, but an integral part of the system. Thanks to its open-source approach and technology independence, the system can therefore be flexibly deployed in a variety of administrative environments.
Compliance with the service standard (DIN SPEC 66336)
The Federal Design System, like other design systems, thus makes an important contribution to compliance with the service standard for digital public administration (DIN SPEC 66336), which also requires aspects such as user-centredness, accessibility, reusability, transparency, iteration and evaluation for projects. This is to establish binding quality standards to ensure that digital public administration services are user-centred, accessible, secure and sustainable.
Conclusion: Strategic added value through design systems
Design systems are far more than a collection of UI components or design guidelines. They form the foundation of modern digital applications, providing a common language for design, development and product management. Furthermore, they demonstrate their strategic added value particularly within complex organisations and public administration: they reduce effort, promote reusability and establish common standards. At the same time, the increasing use of artificial intelligence shows that design systems will continue to play a key role in the future.
Anyone wishing to develop and refine digital products in a sustainable manner can therefore no longer do without design systems. They are not merely a tool for better design, but a central pillar of successful digitalisation.
