AI Opportunities Marketplace launched: A platform for transparency and networking

The digitalisation of public administration is a challenging task that requires the use of innovative technologies to make processes more efficient. To support the transparency requirements of the European Regulation on Artificial Intelligence (AI Regulation), the Federal Ministry of the Interior and Homeland (BMI), in collaboration with Materna, ITZBund and other public authorities, has launched the ‘Marketplace for AI Opportunities’ (MaKI).

MaKI is a new platform that, for the first time, provides the public with a centralised overview of existing and planned AI systems within the federal administration. The aim is to make the use of AI more transparent and to strengthen citizens’ trust in the use of AI technologies in a government context.

Through its clear and structured presentation of use cases, MaKI not only facilitates access to information but also promotes cooperation between public authorities and the reuse of tried-and-tested AI tools. This avoids duplication of development, whilst allowing efficient solutions to be reused and adapted to specific needs. The AI applications listed on the platform include, amongst others, the automation of administrative processes, the analysis of large volumes of data, and intelligent chatbots to improve citizen services.

Technical implementation by Materna

Materna was involved in the technical implementation, content design, and UX and UI design of the marketplace, integrating various technologies in the process. Access to the platform is via a subsite within the BMI client, which was implemented using the Government Site Builder content management solution.

The form management system developed ensures standardised and AI
Regulation-compliant data collection for AI systems. This structured data serves as the basis for the dashboard, which was created using the open-source solution Grafana. It not only provides visualisations of the reported AI systems but also offers detailed insights into individual projects via the transparency register.

In addition, Materna has taken on the task of creating accessible PDF documents, such as the terms of use for MaKI.

Further development and future prospects

The Marketplace of AI Opportunities is an initiative of the Advisory Centre for Artificial Intelligence (BeKI), which is currently being established, and is therefore a key component of the Federal Government’s digital strategy. To make the platform even more effective, the project team, including Materna, is already working on its further development. In future, local authorities and federal states are also to be involved, and additional functions will be made available to make the use of AI in public administration even more transparent and to further promote cooperation between authorities across the country.
