Strengthening digital sovereignty: Materna and its high-performing partner network secure a framework contract

Open-source-based Government Site Builder 11 as the standard solution for federal government users

Digital sovereignty plays a key role for Germany. The open-source-based content management solution Government Site Builder 11 (GSB), which is available to the federal administration, also contributes to this. Materna has now been awarded the framework contract for GSB 11 for ‘Lot 3: Migration and relaunch, including the provision of training’. The subcontractors comprise 16 implementation partners specialising in the TYPO3 technology used. The migration services are available to the approximately 530 user organisations within the federal administration via the Federal Government’s online marketplace.

GSB 11 is a key component for modern, independent websites run by federal institutions and a powerful content management system (CMS). It is part of the Federal Ministry of the Interior and Homeland (BMI)’s federal service consolidation programme, based on the open-source CMS TYPO3. TYPO3 stands out for its high level of security, flexible rights and workflow management, and the ability to efficiently implement accessible and multilingual websites. Furthermore, the open-source approach guarantees strategic independence from a single provider and adaptability to specific legal requirements.

Materna was selected as the main contractor for Lot 3 of the framework agreement. Materna has assembled a partner network comprising 16 implementation partners specialising in TYPO3. Together with Materna as the main contractor, these partners will carry out the migration work. In addition, the consortium of providers is also developing bespoke face-to-face and online training courses for editors and administrators to ensure rapid acceptance of the new system.
