I’m here! – Materna wins contract for e-file system in the State of Berlin

The roll-out of the electronic file system in the State of Berlin can begin

Following an EU-wide tender process, Materna has been awarded the contract by the Senate Department for the Interior and Sport to introduce the digital file system across all Berlin’s public authorities. Materna is supporting the ‘Digital File Berlin’ ICT basic service as the main contractor, working with various partners. These include Ceyoniq Technology GmbH, Computacenter AG & Co oHG, Infora GmbH, Materna TMT GmbH and 4K Concept Gesellschaft für Projektentwicklung mbH. The ‘E-Akte Berlin’ system is based on ‘nscale eGov’ from the Bielefeld-based manufacturer Ceyoniq, which is already in use for the e-file system in North Rhine-Westphalia. Technical operations are being handled by the IT Service Centre Berlin (ITDZ), the central IT service provider for the State of Berlin.

“We are delighted to have been awarded this contract for this pioneering project for the Berlin authorities. This milestone brings Berlin a major step closer to implementing the E-Government Act and digital file management in document administration,” said Martin Wibbe, CEO at Materna. Following the completion of a pilot phase that is now getting underway, around 70,000 PC workstations in Berlin’s public administration will be gradually equipped with the electronic file system by 2025.

As part of the tender process, Materna had developed the unofficial slogan “I©k bin DA”. This stands for “ICT Basic Service: Digital File Berlin”.

Services provided by Materna and its partners

Materna, together with its project partners, is supporting the Senate Department for the Interior and Sport in setting up the overall system. This includes drawing up concepts and documentation, as well as providing test support and pilot migration from an existing DMS system. In addition, the project team conducts training sessions for users, key influencers, administrators and support staff, trains in-house trainers within the administration, supplies the necessary e-file licences and provides system support for the entire system. Materna also provides e-learning materials for online training courses as an optional extra.

Ceyoniq supplies the E-Akte product and provides system support. Computacenter assists with setting up the infrastructure and operating the entire system, as well as with testing and the security concept. 4K Concept will be responsible for providing the training infrastructure and for organising and delivering the training sessions. Infora advises on data protection documentation and the operational management concept. Materna’s subsidiary TMT supplies the optional e-learning content.
